Root Change worked with the International Federation of Red Cross, Red Crescent Societies (IFRC), and the American Red Cross to study National Society Organizational Development. The study, aimed at identifying which capacity-building investments yield the highest returns, understand how capacity is built at the local level, and determine why capacity strengths and weaknesses exist, involved 30 National Societies and nine additional partners. The research team used a mixed methods approach including interviews, workshops, trainings, surveys, and the development of the Capacity-building Assessment Rubric (C-BAR), a tool designed to measure a National Society’s capacity to engage in effective and sustainable Organizational Development. Root Change and its partners found a strong correlation between a National Society’s Human Development Index score and its C-BAR scores.
